Bunker Delivery Receipt
The International Bunker Industry Association (IBIA) has issued a warning to Ship Owners & Operators
regarding the dangers arising from the failure on the part of some bunker fuel suppliers to state the
actual sulphur content on the BDR.
It is well recognised that knowing the sulphur content of your bunkers is essential for selecting the TBN & feed rate of the cylinder oil. In addition IMO Annex VI requires all vessels to store a compliant BDR
including the supplier’s stated Sulphur content.
BDR’s which state a sulphur reported as <4.5% m/m for HSFO or <1.5% m/m for LSFO fuels may not be
interpreted as compliant by some Port Sate Control administrations.
It is therefore essential that ships ensure that fuel suppliers provide complaint BDR. Full details of the
requirement for a compliant BDR are detailed in the GMT Sulphur Log Book which is provided to all
vessels as part of the bunker sampling test kit and is available on the GMT website www.gmtlab.com.
US & Canadian Emission Control Area
Following the Marine Environmental Protection Committee (MEPC) meeting earlier this month, climate
change will continue to remain high on the IMO agenda.
The United States & Canada have submitted a joint proposal for an emission control area (ECA) reaching
200 nautical miles off the Atlantic & Pacific Ocean.
During the recent IMO MEPC (Meeting 59) the proposal was debated at length but is expected to be approved once issues surrounding the actual geographical extent are resolved. It is also understood that
Mexico are considering whether to join in with the proposal which is on course for formal adoption at
MEPC 60 in March 2010.
